For those who are unaware, enka are traditional Japanese ballads. They're widely known as the musical choice of Japan's older generation, being that enka vocalists are normally (but not always) older men and women who wail about sorrows involving lost loves, and leaving their hometowns. The phrase "hana yori dango" ("Dumplings over flowers'), is an old Japanese saying. It's similiar to something along the lines of "fair words fill not the belly", or something to that effect. Also, the title of the song is a bit of a play on words. The kanji for "sakura" here is pronounced "ou" (this is where we get "Oh! Enka", from "ou enka").
